TORONTO, January 22, 2024 – “Ontario’s universities are disappointed in today’s announcement by the federal government to implement a cap on international study permits, as it may have unintended consequences for the sector and for international students.
Universities have welcomed international students for decades. These students play a vital role within the social and economic fabric of Ontario and its communities.
It is why universities are dedicated to providing them with the supports and resources they need to succeed throughout their university career – including following rigorous recruitment processes, adhering to strong and transparent admissions practices and providing wraparound student supports, such as helping students find housing.
As a sector, universities have developed leading practices to ensure international students studying at an Ontario university have the best possible experience.
Ontario’s universities have been responsible players in the postsecondary sector, basing international student enrolment on the unique needs and regional labour market demands of institutions’ communities. In fact, as a sector, universities have leveled off the growth of international students in order to ensure those who do enroll are well supported.
However, even before the federal government announced the cap, Ontario’s universities were already at a breaking point, placing enormous pressure on the sector.
Declining operating grants, a cut and freeze to tuition and now the threat of a substantial cut to international student enrolment is undermining a key pillar of our economy. Before today’s announcement, there were at least 10 universities facing sizeable operating deficits, totaling $175 million this year and growing to $273 million next year.
We believe the federal government must take the time to target those who do not provide supports to students, as well as those that have seen incredible growth over the past two years.
In the meantime, Ontario’s universities will continue to act responsibly in the recruitment of international students by providing rigorous recruitment processes, transparent admissions practices and wraparound student supports.
