At a moment of profound global uncertainty – marked by escalating geopolitical tensions, supply-chain disruptions, accelerating technological change, and intensifying global competition – Ontario needs universities now more than ever.
Universities are ready to deliver: ready to train the next generation of skilled professionals who are vital to driving Ontario’s economy, including health care, critical minerals, advanced manufacturing, agri-food, nuclear energy and creative industries.
To ensure Ontario can compete, attract investment and create jobs, universities are equipping students with in-demand skills, advancing homegrown research, and supporting communities – helping strengthen the province’s economic resilience.
A strong Ontario depends on strong universities that can help protect our province’s competitiveness today and grow its prosperity tomorrow.
Now, more than ever, is the time for the provincial government to invest in the university talent, research and innovation that Ontario needs to seize opportunities to protect and grow the economy.

As Ontario navigates rapid economic shifts and challenges, our 2026 pre-budget report, Protecting and Growing Ontario’s Future through Talent and Innovation, highlights how strong universities build a strong Ontario by preparing the workforce employers urgently need, driving innovation across strategic sectors, and anchoring communities across the province.
Every year, more than 135,000 graduates leave Ontario universities equipped with the skills, ideas, and resilience – the careers, entrepreneurial spirit and job creation that power Ontario’s economy. At the same time, billions of dollars in university research are building the technologies, companies and industries of tomorrow.
But to continue fulfilling this role, Ontario’s universities need a sustainable foundation. To ensure the financial sustainability of Ontario’s universities, in addition to emphasizing additional efficiencies and cost-saving measures, we recommend that the provincial government:
Increase base operating funding by $1.2 billion starting in 2026/27 growing to $1.6 billion by 2028-29 to enroll more Ontario students and drive innovation and economic growth.
Now is the time to invest in the growth of what Ontario’s economy needs – university talent, research and innovation.

From training nurses, doctors, engineers, and computer scientists, to advancing life sciences, AI, EVs, clean mobility, critical minerals, cybersecurity, defence, and nuclear energy, universities are developing the workforce and ideas needed to create good-paying jobs, attract investment, and strengthen resilience. Strategic investment in universities is essential to meeting today’s workforce needs and growing the industries that will drive Ontario’s long-term competitiveness and prosperity.
